Trace a Binghamton Street by Address
Ownership and occupancy are different questions in Binghamton. The county parcel search identifies a current owner of record and the property itself. A deed can verify a legal transfer. A historic directory may put an occupant at an address in a particular published year. The state voter service is useful only for an individual registered voter when the required identifying details are known. It is not a public street roster. Keeping those layers separate produces a much sounder Binghamton street directory result.
- Enter the number and street, or just the street name, in Broome Image Mate. Narrow a broad result with the municipality or ZIP when needed.
- Save the parcel ID, situs address, owner of record, and legal-description clues from the parcel result. Check whether the owner mailing address differs from the property address.
- Open the same location in Parcel Mapper, select the parcel polygon, and compare the nearby parcel boundaries before assuming a block falls in one municipality.
- Search the owner in the Broome County Clerk index and read the deed image or counter copy to match the legal description, recording date, and parties.
- For an individual voter question, use the state lookup only with the name, date of birth, county, and address details it requires. For older occupants, consult a criss-cross or street-order directory at the library.
That sequence moves from a present physical parcel to legal ownership and then to time-specific household evidence. It does not turn owner data into proof that every person at an address lives there.
Search Binghamton Streets in Image Mate
Broome Image Mate is the main address tool for a Binghamton street directory search. It accepts partial terms and searches the county by default, so a street-only search should usually be narrowed to the city, another municipality, or a ZIP. A result is an assessment and parcel lead. It is not a survey, a deed, or a household list.
The search screen shows why a Binghamton street search can start with an address rather than a name: it offers parcel, owner, address, municipality, and ZIP controls in one place.
| Image Mate field | Input | Use on a street search |
|---|---|---|
| Parcel ID Number | Text boxes | Enter a known dotted parcel identifier, such as 109.02-1-3.11. |
| Owner's Last Name | Text pair | Full or partial surname, including a short form such as Smi. |
| Parcel Address | Three text boxes | Use a number and street, a street alone, or a wildcard such as *Front St. |
| Municipalities and/or ZIP Codes | Multi-select | Use CTRL-select to limit an otherwise countywide result set. |
| Graphic's spatial extent | Map extent | Limit results to a chosen map area or graphic. |
| Current Land Use | Multi-select | An optional property filter, not selected by default. |
| Property Class Code | Text | Optional assessor classification filter. |
Binghamton City Assessment also publishes annual assessment rolls and sales reports arranged by street and neighborhood. Those reports can support the address trail, but they remain assessment records rather than a census of residents.
Map Binghamton Parcels Along a Street
Broome Parcel Mapper adds the geography that a list of address results lacks. Its search accepts a full or partial ID, owner name, or address. The viewer can also limit a search by municipality, ZIP, land use, acreage, or a user-created graphic. Select a parcel, then click adjoining polygons to see how a street segment breaks into parcels.
The Parcel Mapper view is especially helpful when a Binghamton street crosses a ZIP or municipal boundary. Its layers and aerial controls provide context, while the parcel detail supplies the owner and assessment lead.
Aerial choices span 1937, 1944, and later years through 2025. They can show a changed footprint or street context, not who occupied a building. Broome GIS warns that map data may be inaccurate or outdated and are not official records or a substitute for a legal survey.
Binghamton Street Directory Terms
Address records use several labels for related but different facts. Reading them precisely prevents a street directory search from joining the wrong parcel or treating a mailing location as the physical property.
- Parcel
- A tax-map unit assigned an identifier by the assessment system. It is the link between a street address, map geometry, and tax record.
- Situs address
- The physical location of the parcel. It can differ from the owner's mailing address used for assessment or tax correspondence.
- Plat
- A recorded map or subdivision plan that describes lots and blocks. It can preserve the property relationship when a street number is uncertain.
- Criss-cross directory
- A historical directory arranged from house number and street to an occupant or business, rather than only from name to address.
A legal description, tax-map sheet, subdivision lot, and deed book or page often travel farther back than an address label. Use them together when an old number does not match a modern search result.
Separate Binghamton Mailing From Situs
A Binghamton parcel card can show both the situs and the owner's mailing address. The mailing address may be out of town and is a useful way to contact the owner through ordinary official channels, but it does not prove the owner occupies the parcel. An exemption that appears consistent with owner occupancy is also not a conclusive residence finding.
The same caution applies to a whole-street result. Image Mate returns parcels. It does not identify renters, other household members, private utility customers, or postal delivery recipients. For a person-specific question, use evidence that actually addresses that person and time period.
Follow Binghamton Owners Into Clerk Deeds
The Broome County Clerk's GoBCClerk index is the legal-record layer behind a current owner name. Use Search Records as Guest and enter the party in Party 1 as LAST FIRST. If a book and page are known, the Clerk's instructions require a D prefix for the book, such as D1234. The recording page appears before the deed pages; blue arrows move through the image.
Read the instrument instead of relying on a same-name index hit. Compare the grantor and grantee, recording date, property description, and any book or page data with the parcel. A recorded deed can establish a legal interest; it still does not identify every present resident of the address.
Online printing or download is listed at $1.90 by credit card, while an in-person deed copy is listed at $.65 per page. Older material may require the Clerk counter, the records center, or the originating department. The Clerk is at 60 Hawley Street, and its published search hours are Monday through Friday, 8:00 a.m. to 4:00 p.m.
Binghamton's Three Deed Milestones
Broome County describes its record history in more than one way. The County Clerk says land records are online back to 1935. Records Management describes Clerk land records back to 1946. The deed FAQ says deeds dating to 1963 can be downloaded. These are distinct practical milestones, not a single cutoff to collapse into one year.
The Clerk describes county records reaching to 1806. A street directory or deed inquiry that stops online may therefore need a counter search, older books or film, a request to the department that created the inactive record, or the County Records Center route. This partial digitization history is a useful warning against treating a blank online result as the end of a property trail.
Binghamton Street Records by Address
Different Binghamton street records answer different questions. The most reliable practice is to preserve the parcel ID and municipality while moving between sources. A street name alone can be shared across postal places, and a person named in one record may have no connection to another address on the same street.
| Address record | Local keeper | Street-level value | Access route |
|---|---|---|---|
| Image Mate parcel detail | Broome Real Property Tax Services and GIS | Parcel, owner of record, situs and mailing address, tax characteristics | Free web search by owner, address, parcel, municipality, or ZIP |
| Parcel Mapper | Broome GIS | Parcel geometry, adjoining parcels, map layers, and aerial context | Free web map, not an official survey |
| Deed index and images | Broome County Clerk | Legal owners, recorded transfers, liens, mortgages, and legal description | Guest search, paid image access where available, or counter and records-center fallback |
| City assessment reports | Binghamton City Assessment | Annual owner and assessment information by street or neighborhood | Online reports and city office |
| Permit or code file | Building Construction and Code Enforcement | Address-specific work, inspection, or complaint records when releasable | Department counter or written FOIL request; no public searchable database was located |
| Voter information | NY State and Broome Board of Elections | Individual registration or poll-site information, not a street roster | Individual lookup, or an eligible elections-purpose file request subject to restrictions |
| Reverse directory | BCPL and NY State Library collections | Historic address-to-occupant or business entry | Library film, fiche, and local-history assistance |
The parcel is the usual join point. The legal description connects it to a deed, and an old street-order entry can add an occupant for a particular publication year. Each piece should be dated and retained with its source.
Request Binghamton Address Files
Binghamton Building Construction and Code Enforcement handles planning, construction, demolition, and code compliance. The inspected sources did not reveal a public permit search portal. For an address record, ask the department for a specified address, permit number or type, date range, and fields sought. That makes it possible to locate an existing record without asking staff to create a new compilation.
When a written request is needed, New York's Freedom of Information Law is Public Officers Law Article 6, §§84–90. The City Clerk is the City FOIL Records Access Officer, and the city says it responds within five business days. FOIL has privacy and other exemptions, so only releasable existing records will be supplied.
Binghamton Street Names Cross Postal Lines
USPS uses Binghamton for postal ZIPs 13901 through 13905, but the postal city can include parcels in the City of Binghamton and nearby Town of Binghamton, Chenango, Dickinson, Union, or Vestal. The ZIP on an envelope is not the municipal jurisdiction for assessment, zoning, building records, or court routing.
Confirm the municipality or SWIS information on the parcel detail before making a city-office request. A street can cross a ZIP or municipal boundary, and the same number and street pattern needs the parcel ID and legal description to resolve it safely. Note: 13902 is identified in the USPS OIG Binghamton sorting report as a PO-box-only ZIP.
Find Earlier Binghamton Street Occupants
The Broome County Public Library Local History & Genealogy Center combines city directories, maps, obituaries, historical-society material, and county and city historian holdings at 185 Court Street. Its directory material is the local route for an address-to-occupant question that predates a current parcel record. The New York State Library lists Binghamton runs on fiche for 1857–1859/60 and on film for 1869–1880, 1883–1893, 1895–1900, and 1902–1946.
Search a street-order or reverse entry near the target year, then compare nearby available volumes rather than assuming a gap proves a move. Directory entries may use initials, spouse notation, abbreviations, or business addresses. The historical shelf is described in more depth on the Binghamton city directory page.
Limits of a Binghamton Street Directory
There is no single official public record that names everyone who lives along a Binghamton street. Parcel data describe ownership and property. Deeds document legal transactions. A historical directory records a published address association. The NYS Voter Lookup requires an individual's name, date of birth, county, and address or ZIP details. It cannot be browsed by street, and a voter-file request must state an elections purpose under Election Law §3-103(5).
Current vital records, private utility customer lists, DMV addresses, confidential voter registrations, and protected Address Confidentiality Program addresses are not open street-directory data. Do not treat an absent record as proof about a person, and do not republish protected identifiers from a document image.
Personal, lawful use. Use Binghamton address records for family, property, civic, or safety research. Stalking, threats, intimidation, and harassment are unlawful under New York Penal Law, and public records do not override confidentiality protections.
